EUROPEAN UNION WILL CONTINUE TO MONITOR EXPORTERS/PRODUCERS OF UREA FOR INJURIOUS DUMPING CAMPAIGNS 
 
On 17 March 2008, the European Union officially terminated the anti-dumping measures applicable to imports originating in Belarus, Croatia, Libya and Ukraine.1
However, due to the significant gas cost distortions in all four countries concerned, the EU authorities have agreed it is necessary “ to monitor closely the evolution of the imports of urea … with a view to facilitating swift appropriate action should the situation so require” (Official Journal of the European Union L 75/48, 18 March 2008, paragraph 117).
EFMA and its members have developed their own in-house statistical and market intelligence infrastructure in order to respond quickly to any renewal of injurious dumping. This was, in part, a response to the earlier EU decision in July 2007 to start-up a monitoring system to cover imports from Russia 2.

“The EFMA system together with the European Commission’s monitoring will serve to facilitate quick corrections of any new dumping campaigns” says Esa Härmälä, Director General, EFMA. “We regret that the Commission did not continue the existing measures despite recognition of the dangerous gas distortions in the exporter countries. But we are ready to immediately correct any problems", he added.
