
GAS MARKET LIBERALISATION
EFMA supports a fully integrated Single Pan-European gas market. This requires unbundling, removal of barriers to cross border trade; better transit and transport conditions and direct contracts between consumers and suppliers.
EFMA’s position is available in the publication “The European Fertilizer Industry’s Vision of a World Competitive European Gas Market”, this publication proved to be immediately effective in the highly active energy debate in Brussels. Indeed, the publication formed a key pillar to EFMA’s formal reply to the European Commission’s Green Paper on Energy; and is frequently used in key meetings with the Commission. To date, over 800 copies of the publication have been circulated around the EU institutions and Member States.
EFMA’s Gas Task Force also made significant oral and written contributions to this study. Illustrative of the very special effort the European Commission is prepared to make to improve competitive conditions in the Internal Gas Market, the final – almost certain pro-competitive recommendations – of the expected in December 2007. From here it is expected that unbundling, contract congestion on pipelines and terminals and cross – border co-operation are all likely to be given an additional legal leverage by the Commission.
A growing dialogue with allies in CEFIC (the chemical industry) and with IFIEC (the energy intensive users group) is also a key feature. The Madrid EFMA National Associations meeting in June 2006 also featured a cross-exchange on gas lobby issue in Member States. The readily identifiable feature exposed here is that the Commission in Brussels is an “open door” with regard to de-regulation – liberalisation – competitiveness on industry. It is the business and political realties in the Member States where the blockages exist – often stubbornly.
