Fertilizers Europe's Approach to NPK’s under REACH
Irrespective of the manufacturing method the final NPK always represents a combination of few components from a basic set limited to: phosphates, nitrates, sulfates, carbonates and chlorides of ammonia, calcium, potassium, sodium and magnesium, urea, microelements (salts or oxides) and some other additives (fillers, colorants, coating materials etc.). Most of these components are also produced for the market as straight fertilizers.
Having the above under consideration, in the purpose of:
- representing the uniform position of whole fertilizer sector regarding interpretation of REACH rules
- avoiding numerous registrations of the same substance in different final products
- increasing the efficiency of whole registration process
We have adopted the following common approach to NPK’s in terms of REACH:
- Every complex fertilizer is a preparation irrespective of the manufacturing method used
- Only individual components (starting materials or substances intentionally synthesized and/or resulting from a type of manufacturing process) have to be registered
- No products of unintended reactions should be registered
- Significant impurities should be indicated in registration documents of relevant main substances. In a case of not possible direct determining of the impurities concentrations they should be calculated from chemical analysis (ions concentrations) and declared as a range of theoretically possible concentrations.
- Superphosphates produced directly for the market only may be registered as substances under relevant CAS and EINECS numbers.

Fertilizers Europe members agreement on the formation of a consortium pursuant to REACH requirements
Fertilizers Europe members have signed an agreement on the formation of a consortium pursuant to REACH requirements. CEFIC ReachCentrum has been selected to assist in this process.
Membership is open to any applicant fulfilling the membership criteria. The FARM consortium is also open to any European and non-European companies manufacturing or importing Fertilizers and Related Materials, which are similar to one or several of the substances covered. Downstream users and other data holders are invited to play an active role in the work of the consortium.
Description of Fertilizer uses
A Fertilizers Europe Task Force Exposure Scenarios has drafted two Documents one on a description of Fertilizer uses and one on Fertilizer uses per substance. The PROC (The descriptor for process categories) and ERC (Wide dispersive indoor use of reactive substances in open systems) were chosen not only per definition, but based on the ECETOC tools criteria associated with the PROC or ERC definition (as emission factor). Please note that this is a first draft and we 'might have to change some entries after we learn more and more about the exact meaning of the descriptors'.
